FED:SA's Mike Rann praises mental health effort

South Australian Premier MIKE RANN says there's been a terrific discussion about future
mental health reform at today's COAG meeting in Canberra, but concedes a lot more work
needs to be done.

He says state and territory leaders have been briefed by invited experts, who say a
one-size fits all approach doesn't work.

He says while more acute beds are not needed, the leaders have been told intermediate
care beds and community-based mental health care are the answer.

They've also agreed for a heightened focus on young people and mental health issues
for Australia's indigenous community.

Mr Iemma said if the states left parochial politics behind and did not get caught up

FED:Tributes to be paid to Anzac veterans

SYDNEY, April 23 AAP - Younger relatives of departed and frail diggers will march on
their late loved ones' behalf this Anzac Day, keeping the spirit of the national memorial
day alive.

On Monday, it will be 96 years since Australian and New Zealand troops landed at Gallipoli,
kickstarting their first major military battle of World War I.

The anniversary will be marked across Australia with memorial services, marches and,
of course, games of two-up.

Anzac Day is also dedicated to commemorating the sacrifices of servicemen and women
in all wars, including personnel currently serving overseas.

Vietnam War veteran Denis Connelly said around 50,000 people were expected to attend
the dawn service and march on Monday in Perth.

The editor of The Listening Post magazine for RSL members said with many World War
II veterans "falling off the perch" or getting frail, their younger relatives were taking
their places on Anzac Day.

"We're getting those involved now. They're marching with their medals and marching
in their fathers' and grandfathers' units," he told AAP.

In Darwin, people would begin the day at 5am (CST) with a glass of rum and milk, Darwin
RSL secretary manager John Lusk said.

Next year, will mark 70 years since Japan launched an air attack on Darwin Harbour,
the city and the Darwin RAAF Base.

In Sydney's George Street, about 20,000 service and ex-service men and women, who have
served in conflicts from Borneo to Afghanistan, will take part in a march.

The day will begin at 4.30am (AEST) with a traditional dawn service at the Cenotaph
in Martin Place.

With the Easter weekend coinciding with Anzac Day, many will enjoy a five-day weekend
this year, prompting police to ask those in holiday mode to show some respect on Monday.

"We will be present to ensure the solemnity of this national day is observed appropriately,
and that ex-servicemen, their families and the community can commemorate Anzac Day without
fear of being a victim of drunkenness or violence," NSW Assistant Commissioner Mark Murdoch
told reporters in Sydney.

He said police would be present at events to ensure the safety of large crowds expected
to attend.

Meanwhile, US Secretary of State Hillary Clinton paid homage to the "courage" of Australians
and New Zealanders, in a message sent on behalf of President Barack Obama.

"The United States is your partner and we will continue to stand with you in support
of freedom and democracy around the world," she said.

"As the Ode of Remembrance says, 'At the going down of the sun, and in the morning,
we will remember them'."

Australia's Governor-General Quentin Bryce will lead an Anzac Day dawn service at Hellfire
Pass, the site of the infamous Thai-Burma railway.

Former Australian prisoners of war, now in their 80s, will return to where 12,400 fellow
PoWs, including about 2800 Australians, died during construction of the so-called Death
Railway link between Thailand and Burma for Japan's Imperial Army during World War II.

Up to 800 people are set to attend the dawn service on Monday at the Konyu Cutting,
known as Hellfire Pass after the fires lit by PoWs during the railway construction gave
the appearance of the gates to hell.

Later, Ms Bryce will join former PoWS and their families together with ambassadors
and diplomats in laying wreaths at the Kanchanaburi town's war cemetery, close to the
River Kwai.

Foreign Minister Kevin Rudd will honour Australians who fell on the battlefields of
the Western Front at the ANZAC Day Dawn Service at Villers-Bretonneux.

He will meet with Australian pilgrims and attend a ceremony at Bullecourt - the site
of two of the bloodiest battles involving Australians on the Western Front.

Blogs set up to help Malaysian authorities
Edition: Main/Lifestyle
Section: Main Section

KUALA LUMPUR: A few blogs and Facebook accounts were set up by Malaysian students studying in Egypt expressing concern over the Egyptian political turmoil and seeking help from the authorities to ensure their safety and wellbeing.

Blogger Nurul Nadia Md Zin in her blog Nadia-sim expressed concern about the safety of Malaysians in Egypt as the situation there was getting dangerous.
"There is a shortage of food and every minute they feel threatened by the situation," the medical student wrote in Bahasa Malaysia.

"All of us are assets of our country... Pray for their safety."

The same quotes were found on a Facebook profile Selamatkan pelajar dan rakyat Malaysia di Mesir.

Another blog, Krisis Mesir, Nasib Pelajar Kita (http:// krisismesirnasibrakyatkita.blogspot.com/) was set up by a group of Malaysian students, including those who had recently returned to Malaysia, to furnish students with up-to-date information.

The blog also serves to help the authorities with information pertaining to the safety of students.

Azizi Al Fahri, who is championing the cause, yesterday updated the blog informing students that the Internet system had been restored in certain areas and parents could try to contact their children through the internet.

There were also claims in some blogs that there were some Malaysian students who had been robbed.

Fed: Abbott says state opposition will scupper health reforms

Federal Opposition Leader TONY ABBOTT says Prime Minister KEVIN RUDD'S health reform
proposals are bound to fail in their current guise .. in light of state opposition.

On the eve of tomorrow's COAG meeting in Canberra .. Mr ABBOTT's told reporters he
doesn't expect any real change to the current system.

He says he thinks the meeting will result in an agreement to talk .. not an agreement to change.

Mr ABBOTT says Mr Rudd's plan for the federal government to seize 30 per cent of GST
revenues .. in return for taking control of 60 per cent of state hospital funding .. would
create more red tape.

Vic: Five teenagers hand themselves in over alleged rapes

By Edwina Scott

MELBOURNE, Dec 3 AAP - Five teenagers have surrendered themselves to police and been
questioned over the gang-rape of two 15-year-old girls in a Melbourne park.

The girls were targeted by a group of up to 10 males unknown to them at the Broadmeadows
railway station in Melbourne's north before being separated and assaulted at a park in
nearby Roxburgh Park on the evening of October 24.

Two 16-year-old boys and one 15-year-old went to local police stations on Thursday
morning before being taken to St Kilda Road headquarters, where they spent the day being
interviewed with detectives from the sexual crime squad.

Two more youths, aged 16 and 17, turned themselves in on Thursday afternoon and were
also being questioned at St Kilda Rd.

Detective Inspector Glenn Davies said the result came after a public appeal to find
the alleged rapists.

But he stressed police were still looking for several others believed to have taken
part in the assaults and were keen to speak with any witnesses.

Police have obtained CCTV footage of some youths believed to be associated with the attacks.

The assaults - which appear to have been planned - and the ages of those involved were
"very concerning", Det Insp Davies said.

"We'd like to get the message out to young people that they need to be very careful
with issues of consent," he said.

"There has been an increase in sexual assaults involving young people, both young people
as victims and young people as offenders."

Police say more education about sexual consent is needed following a rise in assaults
among young people.

In another recent incident, members of a Melbourne northern suburban football club
were arrested over the pack rape, assault and imprisonment of two young women during an
end of season trip at Phillip Island on October 10.

Three teenagers from the Montmorency Football Club - two aged 18 and a 17-year-old
- have so far been charged over that attack.

While parents and teachers need to educate youths about the seriousness of sexual offences,
it is ultimately offenders who must change their behaviour, Det Insp Davies said.

"People should have the right in the community to walk around without being attacked," he said.

Vic: Communcations breakdown delayed fire response

It's been revealed a communications breakdown prevented firefighters attacking the
Murrindindi blaze before it developed into an unstoppable fireball that consumed the Victorian
township of Marysville on Black Saturday.

Fire authorities say crucial minutes slipped by as jammed phone lines frustrated attempts
to send crews to the fire.

Public warnings also lagged behind the fire front as it roared towards Marysville ..

and locals say lives could have been saved if residents were forcibly evacuated.

In a story to be aired on the ABC's Four Corners program tonight .. Country Fire Authority
volunteer PETER RICE .. who was deputy incident controller on Black Saturday .. tells
how he sent a strike team to Wandong just before he heard about the Murrindindi Mill outbreak.

He says the telephone system was congested .. and the two-way radio system was heavily
overloaded .. and it took more than 10 minutes for him to get permission to divert the
strike team.

Mr RICE says on a day like Black Saturday it was crucial to hit a fire quickly .. while
it was smaller than about half a hectare.

He also tells how he tried to get the emergency siren broadcast on the radio to alert
people .. but he couldn't get it through the official channels.

FED: Financial crisis important in tackling homelessness

CANBERRA, Dec 22 AAP - Tackling homelessness depends on how well the Rudd government
deals with the financial crisis, the federal opposition says.

The government has announced a $1.2 billion package that it says will halve the number
of homeless people in Australia by 2020.

More than 100,000 people are homeless each night and about 16,000 sleep rough in the
streets and parks.

The government will halve this by funding 50,000 rental homes for low-income earners,
3,000 homes for the homeless and a range of services.

Opposition housing spokesman Scott Morrison says reaching the targets will also depend
on how well the economy is protected from the financial crisis.

"If there are 200,000 more unemployed people over the next 12 months then that is going
to put real strain and pressure on homelessness services and other public housing services,"

he told ABC Television on Monday.

"The efficient and responsible management of our economy is as important in addressing
this issue as anything else."

Federal Housing Minister Tanya Plibersek said the targets are ambitious and will be
hard to meet, but are necessary to get the ball rolling.

"This is an ambitious target, it is going to be hard to reach this target," Ms Plibersek
told ABC Television.

Welfare group Hanover says the package brings "substantial and deep reform" and the
targets will be met.

"It can be done," the group's chief executive Tony Keenan told ABC Television.

The Mercy Foundation says it's important the funds are not only spent on crisis accommodation.

Mercy Foundation chief Felicity Reynolds said support services help keep people off the streets.

"That might mean clinical help ... someone coming to help them with independent tasks
... ensuring they get on-going training," Ms Reynolds told ABC Radio.

Ms Plibersek said funding will go towards personal helpers and mentors to help people
stay in accommodation.

"It is very important that they (homeless) are at least connected to the system and
that they're getting the benefit they are entitled to."

Fed: New lifeboat clue to fate of Sydney=2

Senior naval historian JOHN PERRYMAN .. an observer on the search mission .. says there
are four other boats not accounted for.

He says several different types of boats have been identified .. ranging from 27-foot
whalers to the larger 36 foot motor cutters.

Mr PERRYMAN says some showed signs of damage by gunfire and in one instance two of
the boats were resting on top of one another.

He says this supports the assessment that few of Sydney's boats were launched following
the action.

Other discoveries in the debris field included the Sydney's foremast .. its severed
bow .. bridge roof top and director control tower.

stabbing last week has given himself up.

Jie Zhu of Doncaster was sought over the death of 17-year-old Yan Yu, also known as
Ricky, who was stabbed outside a 7-Eleven store in Box Hill last Thursday night.

Police had earlier speculated Mr Zhu might have been hiding with associates in Sydney.

But Mr Zhu handed himself in to police at Doncaster shortly after 10.15pm (AEDT) yesterday,
a Victoria Police spokeswoman said.

He was arrested and taken to the St Kilda Road police complex, where he is being questioned
by homicide squad detectives.

Police have interviewed but not charged another two men and a woman, all in their early

Fed:Goverment cuts 06/07 growth forecast, ups budget surplus

The federal government's slashed its economic growth forecast for the current fiscal
year because of the drought .. but it's maintained a healthy cash surplus in its mid-year
budget review .. out today.

PETER COSTELLO says Australia's economic growth forecast has been cut from 3.25 per
cent to 2.5 per cent.

But the treasurer's raised the forecast for the underlying cash surplus from 10.8 billion
dollars to 11.8 billion for 2006/07.

Mr CoSTELLO says it reflects unexpectedly strong employment growth and and high company
tax receipts.

He says the Mid-Year Economic and Fiscal Outlook report shows Australia's economy remains
sound .. although it's being affected by severe drought.

Mr COSTELLO says drought will cut farm growth by 20 per cent.

Time Warner Oceanic Installs Scientific-Atlanta Prisma II bdr Fiberoptic System to Support Interactive TV.

First Installation of Scientific-Atlanta's Prisma II bdr System Paves the Way

For Interactive Services Through High-Performance Reverse Path Technology

ATLANTA, May 7 /PRNewswire/ --

The first installation of a Scientific- Atlanta Prisma(R) II bdr(TM) baseband digital reverse fiberoptic system is enabling Oceanic Cablevision, a division of Time Warner Cable, to make more bandwidth available from existing fiber as it continues its deployment of video-on-demand and other interactive services to its subscribers in Hawaii. By providing additional bandwidth on existing fiber for the reverse-path signals required by interactive services, the Prisma II bdr system enables cable operators to maximize their ability to deliver new services over current cable networks.

"You hear about 'plug and play' products all the time, but not many meet the ease of installation and the immediate performance enhancement that the Scientific-Atlanta Prisma II bdr products deliver," said Metod Lebar, Transmission Systems Director at Oceanic Cable. "As soon as we deployed the Scientific-Atlanta equipment in Oahu, we saw an immediate 10db improvement in our fiber link performance. We were also able to concentrate multiple return segments on a single fiber, thus conserving remaining fiber for future use. Until recently, it was the reverse path performance that limited maximum distance between the headend and a customer. Prisma II bdr technology enabled us to recently upgrade the Big Island of Hawaii by implementing a digital headend and a single hub with associated optical transition nodes, while traditional methods would require a digital headend with six fully equipped hubs. Capital and operating expenses have been reduced substantially."

In addition to the increased performance and cost-savings provided by the Prisma II bdr system, its space-saving, rugged design delivered additional benefits for Time Warner Oceanic. Typically, fiber equipment resides in buildings with heating and cooling systems, but the Prisma II bdr system is capable of tolerating temperatures from -40 to +140 C. As a result, the Oceanic engineers were able to install it in an unconditioned facility, using otherwise unused space.

"We're not aware of anyone else who has transmission equipment that is rugged enough to work in an extreme heat and humidity environment without air conditioning," said Paul Connolly, vice president of marketing and network architectures for transmission at Scientific-Atlanta. "Our products let cable operators use less expensive structures for cable transmission equipment and eliminate heating and cooling expenses while increasing the productivity of their currently installed fiber. This installation validates our approach to the design and installation of transmission equipment -- help the operator control costs, improve performance and expand the subscriber's satisfaction with their cable service."

Scientific-Atlanta's second generation optical transmission products, the Prisma(R) II family, is the cable industry's first "carrier class" optical transmission platform, capable of enabling network operators to deliver quality of service and reliability for interactive applications. Prisma II platform's advanced design allows it to enable the advancements in Scientific- Atlanta's bdr technologies for digital reverse and its 24 DWDM capabilities for forward and reverse applications.

The Prisma II family of products will enable operators to meet the bandwidth and extended-distance demands of today's voice, data and video applications required of hybrid fiber/coax (HFC) networks; scale their HFC networks to deliver "multi-megabits per home" to support Internet protocol (IP)-based interactive applications; and cost effectively upgrade their networks to a "fiber deeper" network architecture for improved network reliability and lower operating costs.

Wachovia To Offer Two-way Wireless Retail and Commercial Financial Services Using 724 Solutions Software.

Business Editors/High-Tech Writers

ATLANTA and WINSTON SALEM, N.C.--(BUSINESS WIRE)--July 10, 2000

Mobile services to allow consumers and businesses continuous,

interactive access to financial data

In anticipation of the expected worldwide growth in the use of wireless technology, Wachovia Corporation (NYSE: WB) today announced it soon will begin piloting interactive wireless financial services for both retail and commercial banking customers. Wachovia has engaged Toronto-based 724 Solutions Inc. (NASDAQ: SVNX, TSE: SVN) to provide this unique suite of services.

Wachovia's wireless retail banking service is being developed to enable customers to access real-time account information, transfer funds between accounts, pay bills and track performance of selected stocks on an array of Internet-enabled devices such as digital mobile phones, pagers and personal digital assistants. Wachovia also has licensed 724 Solutions technology for retail brokerage services.

The wireless commercial banking service is being customized to enable businesses to manage time-sensitive financial activity any time from virtually anywhere. The functionality is expected to allow corporate banking customers to gain access to a wide range of treasury functions such as balance and transaction reporting, payment approvals and account notification.

"The market for wireless banking is emerging, and it is expected to grow significantly over the next few years," said Lawrence G. Baxter, head of Wachovia's eBusiness Division. "Wachovia has established itself as an innovator and technology leader by leveraging the Internet in the development of enhanced financial services. Through this wireless connectivity, Wachovia will provide its retail and commercial customers an interactive wireless gateway to the financial services they value the most."

Wachovia expects to begin piloting the first of its retail and commercial banking wireless services in third quarter 2000 and to start rolling them out to businesses in fourth quarter 2000 and consumers by first quarter 2001. Retail brokerage services are expected to follow.

"The alliance of 724 Solutions with Wachovia is about elevating banking to a new level, by offering both retail and corporate banking customers the financial services they want, when they want them," said Greg Wolfond, chief executive officer of 724 Solutions Inc. "724 Solutions has created a multi-application, enterprise-wide platform with the scalability, security and personalization to meet the complex needs of a large financial institution. We anticipate that the 724 Solutions Financial Services Platform will help Wachovia deepen its customer relationships and build on its reputation as a leader in customer service and electronic access."

Wachovia has the nation's highest online banking penetration rate and has the second fastest-growing online customer base among the largest U.S. banks, according to an April 28 report by Donaldson, Lufkin & Jenrette. As of June 30, Wachovia had 370,000 enrolled Internet customers, approximately 20 percent of its retail customer base. Wachovia's Web site at www.wachovia.com was the first in the country to feature fully transactional investing and banking. The site also allows customers to apply for a variety of loans and credit products, as well as access online retirement and insurance services.

Gorilla Logic's Stu Stern Demos Latest Release of FoneMonkey to Local Boulder Tech Community.

Gorilla Logic, (www.gorillalogic.com), a leader in enterprise application development services and creators of open source test tools for mobile and rich Internet applications, recently demonstrated the latest release of its popular open source testing tool, FoneMonkey, to a packed audience at Boulder's local iOSMeet-up event. Local technologists seeking practical tips for iPhone and iPad App development learned how FoneMonkey improves application quality by automating the detection of bugs prior to release. The product helps shorten time-to-market and reduces development and testing costs by lowering the need for resource-intensive manual testing processes.

Gorilla Logic's passion for delivering quality software applications for enterprise customers led to the creation of FoneMonkey. It is the only test tool for iOS that records all actions with the iPhone or iPad while in use and plays them back as a test script at any time. It enables the interactive creation, editing and playback of automation scripts that exercise an application's user interface. Using FoneMonkey, developers and quality assurance team members can create suites of tests that automate and perform user operation sequences, and then verify results. FoneMonkey supports development as well as QA testing, and tests can easily be incorporated into continuous integration environments.

"The strong turnout for the FoneMonkey demo shows how important iPhone and iPad applications have become to organizations of all types and sizes," said Stu Stern, CEO of Gorilla Logic. "Since the launch of FoneMonkey we have witnessed unprecedented downloads as developers continue to seek tools and services which enable them to deliver quality software."

Gorilla Logic continues to lead in developing open-source automated test tools for emerging development platforms. Gorilla Logic's open source testing tools have grown out of the company's extensive experience providing mobile, web and rich Internet application development services to customers, from Fortune 500 companies to next-generation Internet start-ups.

Located at 910 Santa Rosa Blvd. in Fort Walton Beach, Fla., the featured property is a 3,406 sq. ft. home with 127 ft. of frontage on the Intracoastal waterway on Okaloosa Island. The western side of the property is adjacent to military reserve land that will never be built on.

The second property is a beachfront unit with five bedrooms, four bathrooms and over 3,100 sq. ft. of living space. This condo can be used as two units or one.
