Soldiers swept through Beijing today, shooting at enraged civilians, and there were reports of fighting between military units sent to quell the unarmed pro-democracy protests. The army, which killed hundreds of people in a crackdown on the protests over the weekend, reportedly shot and killed at least three civilians today.

One Chinese military source said soldiers fought each other around the Nanyuan military air base on the southern outskirts of the city today. He said the fighting was serious.

But residents living near the restricted base said they had seen a steady stream of planes landing and taking off but had not seen or heard fighting.

Artillery shelling also was heard in a far northwestern suburb.

Asked whether soldiers were fighting each other, one Western diplomat said: "It's more than that. There is solid evidence." He would not elaborate.

TROY -- Two suspects in a neighborhood drug deal escaped -- handcuffed together -- from city police Friday afternoon, while an alleged accomplice and eight other people were taken into custody. The two men were still at large Friday night.

Officer Frank Durkee was on routine patrol about 4 p.m. when he spotted what he saw as a drug deal near the intersection of Sixth Avenue and Middleburgh Street, according to Capt. John Tedesco.

As Durkee handcuffed two men together, a third allegedly jumped him and the other two escaped, Tedesco said.

Former US Vice President Cheney hospitalized

An aide to Dick Cheney says the former vice president is in George Washington Hospital after experiencing chest pains.

Cheney's assistant, Peter Long, said in a statement late Monday that the 69-year-old Cheney was resting comfortably and his doctors were evaluating the situation.

Cheney, who was George W. Bush's vice president, has a history of heart problems and uses a pacemaker.

In 2008, doctors restored a normal rhythm to his heart with an electric shock. It was the second time in less than a year that Cheney had experienced and been treated for an atrial fibrillation, an abnormal rhythm involving the upper chambers of the heart.

McDowell man arrested in Va. on murder charge

State Police will be at a Virginia jail today to pick up aMcDowell County man and charge him with murder.

India building international-level checkposts along borders

Agartala, May. 6 -- India is developing 13 international-standard integrated check posts (ICPs) along its borders with Pakistan, Bangladesh, Myanmar and Nepal for boosting trade and economy with its neighbours, besides facilitating trans-border passenger traffic, an official report says.

"In the first phase, seven ICPs would be set up at Raxaul and Jogbani (in Bihar) along the border with Nepal, Attari (in Punjab) along the border with Pakistan, Moreh (in Manipur) along the border with Myanmar and Akhaurah (in Tripura), Dawki (in Meghalaya) and Petrapole (in West Bengal) - all along the border with Bangladesh," the union home ministry report said.

"Work for construction of ICPs at Attari, Raxaul and Jogbani has begun and would be completd by August this year and work for the remaining ICPs would be taken up soon," the report stated.

The ICPs are being commissioned "to secure India's borders against interests hostile to the country and to put in place systems that would interdict such elements while facilitating legitimate trade and commerce and as a part of an overall strategy for more improved border management," the report said.

The ICPs, being built at expenditure ranging from Rs.35 crore to Rs.170 crores - with a total outlay of Rs.635 crore - would be sanitised zones with dedicated passenger and cargo terminals and space for regulatory agencies besides the necessary modern facilities under one roof.

Besides passenger terminal buildings, adequate customs and immigration facilities, weigh bridges, security and scanning equipment, currency exchange booths, internet facility, cargo process building, cargo inspection sheds, warehouse and cold storage, health and quarantine facilities, clearing agents, banks, scanners, close circuit television, public address systems,isolation bay,parking,cafeteria, hotels and other public utilities would be available at the ICPs.

The foundation stone for the Akhaurah ICP, two km west of Tripura capital Agartala, will be laid May 17.

"Union home minister P. Chidambaram would lay the foundation stone," Tripura Industries and Commerce Minister Jitendra Chowdhury told IANS.

"The Akhaurah ICP will cost Rs.60 crore," he added of the first such facility in the northeastern region and falling within the area of the Agartala Municipal Council.

The Akhaurah check post is one of the most important international trading land ports in eastern India, along with the Petrapole check post, with an average of 200 Bangladeshi trucks loaded with goods for export coming to Tripura every day.

"The setting up of 13 ICPs along India's international border is a major initiative which the centre has undertaken as part of a scheme envisaged during the 11th Five Year Plan (2007-12) at a cost of Rs 635 crores."India shares a 4,097 km border with Bangladesh, 3,323 km with Pakistan, 1,751 km with Nepal and 1,643 km with Myanmar.

Powerful people 'likelier to cheat', irrespective of gender!

London, April 28 -- Scientists have scraped the old notion that men are more likely to stray than women.

They now believe that it is a person's power, rather than gender, that plays the greatest role in infidelity.

A team of researchers conducted an anonymous Internet survey of 1,561 adults and found that there is a higher risk of unfaithfulness in people of positions of power, no matter the sex.

"There has been a lot of research in the past that indicates that gender is the strongest predictor of infidelity, but none of these studies have been done on powerful women," the Daily Mail quoted lead researcher Joris Lammers as saying.

Lammers and his team also measured other variants such as confidence, distance and the perception of risk as it relates to infidelity.

"People often assume that powerful men may be more likely to cheat because they have risk-taking personalities or because of distance, such as frequent business trips that many powerful people go on," he said.

"We found little correlation between either of the two," he added.

"As more women are in greater positions of power and are considered equal to men, then familiar assumptions about their behaviour will change," he added. The study revealed two key discoveries to why powerful people cheat.

First, there is a strong association between power and confidence, and the amount of confidence a person has is the strongest link between power and unfaithfulness.

Second, the researchers found that among powerful people, gender made no difference in past digressions or the participants' desires to cheat.

And, the study said, we as a society do not hear about more women cheating because there simply aren't as many women in positions of power as their male counterparts.

A federal judge yesterday overturned part of a fee that NetworkSolutions Inc. of Herndon charges to people and companies thatregister Internet addresses, a ruling that could result in $50million in refunds.

U.S. District Judge Thomas F. Hogan held that a $30 feeassessed on Internet address holders was an illegal tax because itwas devised by the National Science Foundation and Network Solutionsinstead of by Congress.

In his opinion, Hogan wrote that "unless Congress acts toratify the collection of the {fee}, plaintiffs may be entitled to arefund of the taxes that they have paid." But he deferred a decisionon whether to order refunds.The $30 has gone into a government "IntellectualInfrastructure Fund" for the Internet and is part of a $100 feecharged by Network Solutions to those who want to register Internetdomain names -- addresses that end with such designations as .com,.org, .net and .edu.Hogan ruled that Network Solutions did not violate the law incharging the other part of the fee, saying the company is merelybeing compensated for the service of providing domain names tocustomers.Network Solutions shares jumped $3.75, to $43, on news of theruling."This decision amounts to business as usual for NetworkSolutions by affirming that our position as the exclusive registrarof domain names . . . is legally constituted and that NSI can chargea market rate for providing its services," Network Solutions chiefexecutive Gabe Battista said in a statement.The removal of the $30 fee will have no impact on NetworkSolutions' revenue or earnings, Battista said.A trade group called the Association of Internet Registrantsof America brought the lawsuit in October 1997. Queensland Police Commissioner BOB ATKINSON will today announce the result of an investigation
into the conduct of a police officer accused of taking four girls back to his unit during
the annual schoolies celebration.

The 38-year-old officer, who was a sergeant in the elite Public Safety Response Team,
allegedly gave the girls alcohol and sexually propositioned one of them while rubbing
his gun against her leg.

The four schoolgirls told another friend who reported the incident to police in Surfers
Paradise on November the 27th last year.

The Queensland Police Ethical Standards Unit interviewed more than 50 people in their
investigations into the matter.

High-speed access has changed the way people use the Internet at home and at work, by making it fast and easy to download music or videos, share photos, and even be more productive.

However, home and work aren't the only places to find high-speed, or "broadband," Internet access.

Wi-Fi - a wireless networking technology - has brought broadband Internet access to many public spaces, including parks, coffee shops, bookstores, hotel lobbies, airports, and shopping malls. Called HotSpots, these spaces with Wi-Fi are easy to find if you know where to look, and what to look for.

Wi-Fi allows a computer with broadband access to share that access over the air with other devices, as long as they're equipped to work with the technology.

At a HotSpot, unlike at home or at work, it is not a computer that provides the broadband Internet access to the other devices. Instead, it is an apparatus called a "HotSpot controller," which senses a Wi-Fi-equipped device in its vicinity and connects with it automatically when the device's Internet browser is launched.

Today, many of the newest laptop computers and hand-held computers (so-called PDAs from Palm, Sony, HP, Dell, and other companies) are sold with Wi-Fi capability pre-installed. For example, Intel's Centrino technology is a Wi-Fi option that is built into many laptop computers sold after March 2003.

If it is not built-in, Wi-Fi can be added to a desktop, a laptop, or a hand-held computer by installing an adapter - which can be an add-in card that costs less than $100.

Beyond widespread Wi-Fi use in homes and offices, there are approximately 5,000 HotSpots in the United States. Those include 2,700 HotSpots operated by T-Mobile, mainly in Starbucks coffee shops (such as the one in Edgewater) and Borders bookstores (such as the one at Wayne Towne Center).

Some HotSpot owners charge a fee for using the Wi-Fi at their locations - usually a choice of a monthly charge for unlimited access, a daily usage rate, or an hourly usage rate. For example, T-Mobile charges 10 cents a minute, $40 a month, or $360 a year.

Often, HotSpots that charge a usage fee are part of a national or international HotSpot service provider, and by paying the monthly fee a user gets unlimited access to all of that service provider's affiliated HotSpots.

It is worth noting that HotSpots may not provide secure access to the Internet, so when using a HotSpot it is important to set the computer's Wi-Fi security settings to their highest level. For more information, visit wi-fi.org/OpenSection/secure.asp?TID=2.

As Wi-Fi-capable computers and cellphones proliferate, more bookstores, coffee houses, and other retail establishments might decide to absorb the cost of building and maintaining a HotSpot, and offer Wi-Fi free, toattract customers who will linger, spend more money while they do, and return frequently.

Among the free Wi-Fi providers is restaurant chain Panera Bread. HotSpots are offered at locations in Hoboken and Princeton.

Of course, the convenience of Wi-Fi at a Starbucks or in a hotel lobby may be tempered by the hassle of getting there, especially if broadband is available at home.

So, for people who would prefer a form of broadband access that isn't site-specific, Bedminster-based Verizon Wireless has announced plans to roll out a wireless broadband service that's integrated with its cellphone network.

The new service, which uses a technology named EV-DO (or Evolution-Data Optimized), will offer Web access at speeds that are three to five times faster than is possible with other Internet access providers, according to Verizon.

The service, called Broadband Access, will work anywhere in Verizon Wireless's cellphone coverage area. It is scheduled to be available in large metropolitan areas by midsummer, for a fee of $80 per month with a one-year contract (plus the cost of an adapter card).

But Verizon isn't without competition in this arena. IPWireless, based in San Bruno, Calif., also has begun to deploy a nationwide wireless broadband service around cellphone network technology.

The service, which uses a technology called TD-CDMA, is available in Jacksonville, Fla., and other places worldwide through IPWireless' partners. IPWireless plans to expand into more U.S. regions, but it isn't known whether North Jersey will be included.

WA: British man to be chased by authorities over Broome bashing

PERTH, Dec 2 AAP - Just one of the British brothers who left Australia after being
charged with the savage beating of a West Australian man will be chased by authorities.

Philip and Simon Johnson, from Manchester, were mistakenly allowed to leave Australia
in January, despite both being charged with grievous bodily harm over the attack on Paul
de Souza.

The attack broke almost every bone in Mr de Souza's face, and left him with seven plates
and 55 screws in his head.

After police discovered new witnesses to the September 2002 incident in Broome in WA's
far north, WA Police Commissioner Barry Matthews recommended both men be extradited from
Britain.

Although WA's Director of Public Prosecutions, Robert Cock, has yet to confirm the
decision, it is believed he will only pursue the extradition of younger brother Philip,
23.

Solicitor for the brothers, Ron Cannon, today said he had been asked to represent Philip,
and would be opposing the extradition.

"We will be opposing the application on the grounds that police failed to investigate
the matter fully at the time, and that the adverse publicity surrounding the case will
rule out any chance of a fair trial," Mr Cannon said.

"Moreover, Philip Johnson did not flee the country. The immigration department forced
him to leave, when he was willing to stay here and stand trial."

Despite originally having to surrender their passports as a condition of their bail,
Simon Johnson's passport was returned to him after he allegedly told the court the case
had been resolved.

His brother was then given his passport and told to leave the country by the Department
of Immigration and Multicultural and Indigenous Affairs when his visa expired. Mr
Cock originally said he would not be pursuing extradition.

It could take more than 12 months for a court in the UK to make a ruling on the extradition
application, which must first be approved by federal Attorney-General Philip Ruddock.

When contacted by the Manchester Evening News, the brothers' father Alan Johnson said:
"We know about this, but we don't wish to comment. I will need to speak to our solicitor."

SYDNEY, April 27 AAP - The SARS virus would almost inevitably reach Australia, an expertwarned today, as a sample of the virus was transferred to a high-tech research facilityin Melbourne.

The sample of the virus, which threatens to emulate the great influenza pandemic of1918/19, which claimed millions of lives around the globe, was imported last Thursdayfor analysis by local scientists.

Australia's Chief Commonwealth Medical Officer, Richard Smallwood, said the samplewould be used to try and develop a diagnostic test for Severe Acute Respiratory Syndrome,which has already claimed 295 lives worldwide.

"The importation of the SARS virus into Australia will allow Australian public healthresearchers to carry out important work to enable the development and validation of diagnostictests for SARS," he said in a statement.

The virus is being stored in the National High Security Quarantine Laboratory in Melbourne.

Professor Smallwood said "several" Australian laboratories and research institutionswould now join global efforts to develop a test for SARS.

In NSW, Health Minister Morris Iemma announced the man who diagnosed Australia's firstAIDS case, Professor Ron Penny, would take charge of a special SARS task force.

Prof Penny's initial assessment of the risk posed by SARS to Australia was ominous.

"We have to assume ... that the SARS virus will at some stage or another come to Australia,"

Prof Penny said.

He noted that SARS required a totally different public health policy approach thanthe arrival in Australia of HIV/AIDS.

"They're not really comparable," Prof Penny said.

"The only thing one can say is that it is almost certainly a new viral illness to humans."

Dominic Dwyer, a senior virologist at Sydney's Westmead Hospital, said Westmead hadthe facilities to work with the virus and would be negotiating with the government togain access to it.

Having access to samples of the virus would give attempts to find a diagnostic testfor SARS a huge boost, he said.

"Having the virus in the country allows us to work up the tests and that's the wholepoint of importing it," Dr Dwyer said.

He said the community should not be alarmed at the prospect of the virus being stored here.

"Everyone thinks importing an exotic virus is a scary thing but it's just really standardlaboratory practice," he said.

Representatives of Australian laboratories were set to meet tomorrow, he said.

The CSIRO's Animal Health Laboratories in Geelong were recently asked to join a globalresearch effort into SARS by the Food and Agriculture Organisation of the United Nationsand the World Organisation for Animal Health.

But today a spokeswoman for the laboratories said it was unlikely any testing wouldtake place in Geelong as studies were already underway overseas.

Worldwide, SARS had been blamed for 295 deaths, most of them in Asia. The toll currentlystands at: mainland China 122, Hong Kong 121, Singapore and Canada both 20, Vietnam five,the Philippines, Malaysia and Thailand two each, and Taiwan one. Nearly 5,000 people hadbeen infected.

Only one person, a nine-year-old NSW boy, remains under active investigation for SARSin Australia.

MELBOURNE, Feb 13 AAP - A 24-hour walkout by Victorian court clerks has been called off.

The stopwork would have shut down all of the state's magistrates courts tomorrow.

But talks between the Department of Justice and the public service union today avertedthe industrial action.

The parties were in dispute over the clerks' career structure.

Community and Public Sector Union (CPSU) state secretary Karen Batt said about 150clerks of the courts were poised to walk off the job tomorrow morning and march to VictorianTrades Hall for a stopwork meeting.

Clerks of the courts assist in the operation of magistrates courts, as well as Victoria'sdrug courts, PERIN court and children's court.

The Supreme Court, coroners court and after hours court would not have been affectedby the walkout.

The clerks dispute is linked to the wider public service talks between the Victoriangovernment and the CPSU on a new career structure.

Conciliation talks are underway in the Australian Industrial Relations Commission (AIRC),with both parties able to trigger arbitration at any time.

"We are a long way apart on some fundamental issues," Ms Batt told AAP.

The Australian Industry Group (Ai Group) welcomed the continuation of the AutomotiveCompetitiveness and Investment Scheme (ACIS) and the new $150 million funding for researchand development (R&D) initiatives.

Ai Group chief executive Bob Herbert said those components of the industry packagewere in line with what his organisation had sought from the government.

"The new automotive assistance package presents a challenge to the industry in thelong-term in meeting the 2010 tariff target of five per cent while providing certaintyand stability in the short-to-medium term," Mr Herbert said.

"The greater emphasis on R&D spending in this package will further encourage the industryto become more competitive and continue to be a pacesetter in export growth.

"The decision is both a win for consumers and the automotive industry."

Mr Herbert also welcomed the Productivity Commission review before the 2010 tariffcut to five per cent.

"The target of five per cent tariffs in 2010 needs to be reviewed in light of how theautomotive industry has progressed alongside the action taken by competitors to lowertheir tariffs and non-trade barriers," he said.

Australia's largest city remains ringed by fire as the New South Wales government says
it will crack down on arsonists believed to be behind the devastation.

More than 100 fires continue to burn out of control, with more than 150 properties
already reduced to ashes.

Many residents were forced to flee their homes in the middle of the night as winds
played havoc with the direction of the fires.

As conditions worsen the state government is considering offers of help from South
Australia and Queensland.

Emergency Services Minister BOB DEBUS says attempts to contain fires through hazard
reduction burns have been abandoned in many areas as weather conditions deteriorate.

The New South Wales government has set up a police taskforce to investigate reports
of arson behind many of the fires.

Acting Premier ANDREW REFSHAUGE says arson is an atrocious thing and the idea that

invasion near Moree, police said tonight.

They said one, possibly two, people forced their way into the home near Yarraman when

The agreement was signed by a breakaway group of employers, led by Multiplex Constructions,
who abandoned the Master Builders Association of Victoria and their fight against a 36-hour
week.

Construction, Forestry, Mining and Energy Union (CFMEU) state secretary Martin Kingham
said the deal was a "template for peace" and would provide a 36-hour week with the introduction
of 13 additional rostered days off by 2003.

Under the deal, the CFMEU and the Electrical Trades Union agreed to only a three per
cent wage rise or CPI, which ever is lowest, in the final year of the agreement.

Mr Kingham said two months of industrial warfare on Victorian building sites, with
work bans and employer lockouts, would now finish.

He said numerous employers had already phoned his offices interested in being a part
of the deal and he urged the Master Builders to do likewise.

"We call on the MBA and those other employers to drop their resistance - resistance
is now futile," he told reporters.

"The best thing to do is to grab a quick and speedy resolution to the industrial action
that is continuing to take place outside of the breakout employers sites."

Multiplex's managing director Noel Henderson said under the deal, workers would have
a better attitude and would deliver substantial productivity gains.

The Property Council of Australia also endorsed the deal saying it was unlikely to
damage investment in Victoria.

SYDNEY, Aug 18 AAP - Former Prime Minister Bob Hawke has lobbied the Prime Minister John
Howard for $5 million towards a $20 million fund for the Bob Hawke Prime Ministerial Centre at
the University of South Australia, the Sydney Morning Herald reported today.

Mr Hawke had a private meeting with Mr Howard earlier this year to discuss his request, the
paper said.

The Government refused at the time, and later, to reveal what the two had talked about.

But Government sources said last night the request was still being considered, and they
hoped it would be resolved "soon".

One problem raised is that if the government provided money for the Hawke centre it could
have to support centres for other living former prime ministers.

Mr Howard was quoted as saying the centre would "help underpin enhanced research into the
political and public policy process, including the role of the Prime Minister ... I am thus
pleased to support the university's endeavours".

The $20 million fund-raising campaign was launched recently, but will not get into full
swing until it is known whether there will be government support.

So far, only $1 million has been raised.

The pro-vice chancellor of education, arts and the social sciences Professor Michael Rowan,
whose division oversees the centre, said Mr Hawke was actively engaged in raising money.

The campaign would mainly look for substantial donations from corporations and individuals
associated with Mr Hawke, The Sydney Morning Herald said.

Mr Hawke said he was not seeking to put pressure on the government for an early decision.

"I'm happy they're considering it," he said last night.

The Hawke centre began last year as an initiative of the University, which approached Mr
Hawke - the only South Australian born prime minister.

The centre includes a prime ministerial library and the Hawke Institute, which researches
the Hawke period of government.

There is also a civic program, including an annual Hawke lecture.

The other comparable centre is the John Curtin Prime Ministerial Library at the Curtin
University of Technology in Perth.

It received Federal Labor Government funding.

On Monday, it will be 96 years since Australian and New Zealand troops landed at Gallipoli,
kickstarting their first major military battle of World War I.

The anniversary will be marked across Australia with memorial services, marches and,
of course, games of two-up.

Anzac Day is also dedicated to commemorating the sacrifices of servicemen and women
in all wars, including personnel currently serving overseas.

Vietnam War veteran Denis Connelly said around 50,000 people were expected to attend
the dawn service and march on Monday in Perth.

The editor of The Listening Post magazine for RSL members said with many World War
II veterans "falling off the perch" or getting frail, their younger relatives were taking
their places on Anzac Day.

"We're getting those involved now. They're marching with their medals and marching
in their fathers' and grandfathers' units," he told AAP.

In Darwin, people would begin the day at 5am (CST) with a glass of rum and milk, Darwin
RSL secretary manager John Lusk said.

Next year, will mark 70 years since Japan launched an air attack on Darwin Harbour,
the city and the Darwin RAAF Base.

In Sydney's George Street, about 20,000 service and ex-service men and women, who have
served in conflicts from Borneo to Afghanistan, will take part in a march.

The day will begin at 4.30am (AEST) with a traditional dawn service at the Cenotaph
in Martin Place.

With the Easter weekend coinciding with Anzac Day, many will enjoy a five-day weekend
this year, prompting police to ask those in holiday mode to show some respect on Monday.

"We will be present to ensure the solemnity of this national day is observed appropriately,
and that ex-servicemen, their families and the community can commemorate Anzac Day without
fear of being a victim of drunkenness or violence," NSW Assistant Commissioner Mark Murdoch
told reporters in Sydney.

He said police would be present at events to ensure the safety of large crowds expected
to attend.

Meanwhile, US Secretary of State Hillary Clinton paid homage to the "courage" of Australians
and New Zealanders, in a message sent on behalf of President Barack Obama.

"The United States is your partner and we will continue to stand with you in support
of freedom and democracy around the world," she said.

"As the Ode of Remembrance says, 'At the going down of the sun, and in the morning,
we will remember them'."

Australia's Governor-General Quentin Bryce will lead an Anzac Day dawn service at Hellfire
Pass, the site of the infamous Thai-Burma railway.

Former Australian prisoners of war, now in their 80s, will return to where 12,400 fellow
PoWs, including about 2800 Australians, died during construction of the so-called Death
Railway link between Thailand and Burma for Japan's Imperial Army during World War II.

Up to 800 people are set to attend the dawn service on Monday at the Konyu Cutting,
known as Hellfire Pass after the fires lit by PoWs during the railway construction gave
the appearance of the gates to hell.

Later, Ms Bryce will join former PoWS and their families together with ambassadors
and diplomats in laying wreaths at the Kanchanaburi town's war cemetery, close to the
River Kwai.

Foreign Minister Kevin Rudd will honour Australians who fell on the battlefields of
the Western Front at the ANZAC Day Dawn Service at Villers-Bretonneux.

He will meet with Australian pilgrims and attend a ceremony at Bullecourt - the site
of two of the bloodiest battles involving Australians on the Western Front.

KUALA LUMPUR: A few blogs and Facebook accounts were set up by Malaysian students studying in Egypt expressing concern over the Egyptian political turmoil and seeking help from the authorities to ensure their safety and wellbeing.

Blogger Nurul Nadia Md Zin in her blog Nadia-sim expressed concern about the safety of Malaysians in Egypt as the situation there was getting dangerous.
"There is a shortage of food and every minute they feel threatened by the situation," the medical student wrote in Bahasa Malaysia.

"All of us are assets of our country... Pray for their safety."

The same quotes were found on a Facebook profile Selamatkan pelajar dan rakyat Malaysia di Mesir.

Another blog, Krisis Mesir, Nasib Pelajar Kita (http:// krisismesirnasibrakyatkita.blogspot.com/) was set up by a group of Malaysian students, including those who had recently returned to Malaysia, to furnish students with up-to-date information.

The blog also serves to help the authorities with information pertaining to the safety of students.

Azizi Al Fahri, who is championing the cause, yesterday updated the blog informing students that the Internet system had been restored in certain areas and parents could try to contact their children through the internet.

There were also claims in some blogs that there were some Malaysian students who had been robbed.

NSW:9 arrested over drug ring

Nine people have been arrested following a 13-month covert police operation into a
sophisticated drug ring targeting ski resorts in the NSW Snowy Mountains.

Six men and three women were arrested during seven separate raids carried out by 80
police officers at Jindabyne about 9.30 this morning.

Police say six of them are itinerant ski season workers while the other three are local
residents.

Police will allege they're all involved in supplying large quantities of illegal drugs
in the alpine region.

During the raids .. police allegedly seized drugs with a street value of 40 thousand
dollars .. including ecstasy .. LSD and cocaine.

Police are expecting to make more arrests.

On the eve of tomorrow's COAG meeting in Canberra .. Mr ABBOTT's told reporters he
doesn't expect any real change to the current system.

He says he thinks the meeting will result in an agreement to talk .. not an agreement to change.

Mr ABBOTT says Mr Rudd's plan for the federal government to seize 30 per cent of GST
revenues .. in return for taking control of 60 per cent of state hospital funding .. would
create more red tape.

MELBOURNE, Dec 3 AAP - Five teenagers have surrendered themselves to police and been
questioned over the gang-rape of two 15-year-old girls in a Melbourne park.

The girls were targeted by a group of up to 10 males unknown to them at the Broadmeadows
railway station in Melbourne's north before being separated and assaulted at a park in
nearby Roxburgh Park on the evening of October 24.

Two 16-year-old boys and one 15-year-old went to local police stations on Thursday
morning before being taken to St Kilda Road headquarters, where they spent the day being
interviewed with detectives from the sexual crime squad.

Two more youths, aged 16 and 17, turned themselves in on Thursday afternoon and were
also being questioned at St Kilda Rd.

Detective Inspector Glenn Davies said the result came after a public appeal to find
the alleged rapists.

But he stressed police were still looking for several others believed to have taken
part in the assaults and were keen to speak with any witnesses.

Police have obtained CCTV footage of some youths believed to be associated with the attacks.

The assaults - which appear to have been planned - and the ages of those involved were
"very concerning", Det Insp Davies said.

"We'd like to get the message out to young people that they need to be very careful
with issues of consent," he said.

"There has been an increase in sexual assaults involving young people, both young people
as victims and young people as offenders."

Police say more education about sexual consent is needed following a rise in assaults
among young people.

In another recent incident, members of a Melbourne northern suburban football club
were arrested over the pack rape, assault and imprisonment of two young women during an
end of season trip at Phillip Island on October 10.

Three teenagers from the Montmorency Football Club - two aged 18 and a 17-year-old
- have so far been charged over that attack.

While parents and teachers need to educate youths about the seriousness of sexual offences,
it is ultimately offenders who must change their behaviour, Det Insp Davies said.

"People should have the right in the community to walk around without being attacked," he said.

It's been revealed a communications breakdown prevented firefighters attacking the
Murrindindi blaze before it developed into an unstoppable fireball that consumed the Victorian
township of Marysville on Black Saturday.

Fire authorities say crucial minutes slipped by as jammed phone lines frustrated attempts
to send crews to the fire.

Public warnings also lagged behind the fire front as it roared towards Marysville ..

and locals say lives could have been saved if residents were forcibly evacuated.

In a story to be aired on the ABC's Four Corners program tonight .. Country Fire Authority
volunteer PETER RICE .. who was deputy incident controller on Black Saturday .. tells
how he sent a strike team to Wandong just before he heard about the Murrindindi Mill outbreak.

He says the telephone system was congested .. and the two-way radio system was heavily
overloaded .. and it took more than 10 minutes for him to get permission to divert the
strike team.

Mr RICE says on a day like Black Saturday it was crucial to hit a fire quickly .. while
it was smaller than about half a hectare.

He also tells how he tried to get the emergency siren broadcast on the radio to alert
people .. but he couldn't get it through the official channels.

FED: Financial crisis important in tackling homelessness

CANBERRA, Dec 22 AAP - Tackling homelessness depends on how well the Rudd government
deals with the financial crisis, the federal opposition says.

The government has announced a $1.2 billion package that it says will halve the number
of homeless people in Australia by 2020.

More than 100,000 people are homeless each night and about 16,000 sleep rough in the
streets and parks.

The government will halve this by funding 50,000 rental homes for low-income earners,
3,000 homes for the homeless and a range of services.

Opposition housing spokesman Scott Morrison says reaching the targets will also depend
on how well the economy is protected from the financial crisis.

"If there are 200,000 more unemployed people over the next 12 months then that is going
to put real strain and pressure on homelessness services and other public housing services,"

he told ABC Television on Monday.

"The efficient and responsible management of our economy is as important in addressing
this issue as anything else."

Federal Housing Minister Tanya Plibersek said the targets are ambitious and will be
hard to meet, but are necessary to get the ball rolling.

"This is an ambitious target, it is going to be hard to reach this target," Ms Plibersek
told ABC Television.

Welfare group Hanover says the package brings "substantial and deep reform" and the
targets will be met.

"It can be done," the group's chief executive Tony Keenan told ABC Television.

The Mercy Foundation says it's important the funds are not only spent on crisis accommodation.

Mercy Foundation chief Felicity Reynolds said support services help keep people off the streets.

"That might mean clinical help ... someone coming to help them with independent tasks
... ensuring they get on-going training," Ms Reynolds told ABC Radio.

Ms Plibersek said funding will go towards personal helpers and mentors to help people
stay in accommodation.

"It is very important that they (homeless) are at least connected to the system and
that they're getting the benefit they are entitled to."
